This newsletter summarizes recent developments in New York State climate policy, housing inspection legislation, and advocacy efforts, emphasizing affordability and consumer protections.
Climate Change Regulation
New York’s 2019 Climate Act aims to cut greenhouse emissions by 40% by 2030 and 85% by 2050. Governor Hochul proposes delaying some targets, citing economic concerns, supply chain issues, and federal opposition, and suggests amending the law to align with international standards.
Hochul’s Ratepayer Protection Plan seeks to hold utilities accountable, reform rate hike processes, and improve access to energy affordability programs.
Budget negotiations are ongoing, with many Democratic leaders prioritizing affordability alongside climate initiatives.
Housing Inspection Legislation
Bills S8729A/A9629b aim to establish a Right to Home Inspection (RTHI) law in New York, ensuring homebuyers access to professional inspections and the ability to withdraw from purchases if major issues are found.
The legislation responds to the post-pandemic seller’s market, where inspection waivers and high earnest deposits have reduced consumer protections, leading to unsafe or defective homes.
Opposition from real estate industry groups, including the NYS Association of Realtors, challenges the bill, which advocates argue is essential for consumer safety and fairness.
Supporters, including NYSAHI, are actively lobbying to pass the law, emphasizing its importance for protecting homebuyers.
