Congressional District NY 23
Covers five counties: Allegany, Cattaraugus, Chautauqua, Tioga, and parts of Schuyler, Steuben, Erie, and Niagara. Population of 754,000; 88% white, 3.8% two or more races, 3.8% Hispanic, 2.1% African American, 1.2% Asian, 0.8% Native American.
Redistricting and Gerrymandering
Redistricting occurs every ten years post-census to reflect population changes.
New York's 2014 constitutional amendment aimed to eliminate gerrymandering but faced legal challenges.
In 2022, courts ruled against New York for creating unconstitutional congressional maps.
Governor Kathy Hochul is considering midseason redistricting to counteract redistricting in Republican-leaning states.
