This issue of the Leg Act News discusses the demographics, political history, and upcoming events related to New York's Congressional District 23. ​


Congressional District NY 23

  • Covers five counties: Allegany, Cattaraugus, Chautauqua, Tioga, and parts of Schuyler, Steuben, Erie, and Niagara. ​​Population of 754,000; 88% white, 3.8% two or more races, 3.8% Hispanic, 2.1% African American, 1.2% Asian, 0.8% Native American.


Redistricting and Gerrymandering

  • Redistricting occurs every ten years post-census to reflect population changes.

  • New York's 2014 constitutional amendment aimed to eliminate gerrymandering but faced legal challenges.

  • ​In 2022, courts ruled against New York for creating unconstitutional congressional maps.

  • Governor Kathy Hochul is considering midseason redistricting to counteract redistricting in Republican-leaning states.


Action Alerts/Events

  • Tioga County Democratic Committee Picnic (August 14, 2025): A barbecue at Hickories Park featuring a pig roast, plant-based options, and an auction. Tickets are $50 per person, with free admission for kids under 10. ​

  • Campaign Season: Encouragement to promote voter registration and participation. ​ Voter registration cards are available at the Tioga County Board of Elections. ​

  • Congressional Races: Aaron Giess and Kevin Stocker are running against incumbent Nicholas Langworthy for the 23rd Congressional District. ​

  • 5 Calls App: A tool to help citizens contact their representatives about important issues. ​
